Her district also includes the Naugatuck Valley. In addition, the valleys of the Farmington and Naugatuck rivers are included in her electoral district. Waterbury, the location of both her birth and the most of the years she spent growing up, is one of the municipalities that make up her district and also serves as the name of her hometown. She is a member of the Agriculture Subcommittee on Nutrition, Oversight, and Department Operations in addition to the roles she holds on the Committees on Education and Labor, where she also serves as a member. Other committees she is a member of include the Committee on Labor.

She was the main force behind the passing of five major pieces of legislation while Hayes was serving in Congress, and as a direct result of her efforts, all of these bills were finally made into laws as a result of her efforts. Hayes was able to exert a tremendous amount of influence over the legislative process during the period that she was in Congress. In addition to the 45 pieces of new legislation that she put forward during the course of her career, she has also been a cosponsor on more than 1,500 other pieces of legislation during the course of her career. These statutes cover a wide variety of subjects, some of which are education, veterans’ rights, the environment, healthcare, nutrition, and agriculture respectively. Representative Hayes was able to play a role in the reestablishment of financial assistance for the state of Connecticut from both the Trump administration and the Biden administration by participating in initiatives that were wholly nonpartisan and had a character indicative of bipartisan cooperation. This allowed Representative Hayes to play a role in the reestablishment of financial assistance. The House of Representatives and the Senate worked together to accomplish this goal, which allowed it to be successful.

In the midterm elections that took place in November 2018, Hayes made history when she became the first African American woman to be elected to represent the state of Connecticut in the House of Representatives of the United States of America. Before being elected to a public office, Hayes worked as a history teacher at John F. Kennedy High School in Waterbury for the fifteen years leading up to his election. This was prior to the time when he made the decision to run for public office. During that time, she was presented with a number of prestigious awards in recognition of her outstanding contributions to the field of education. These awards include the Waterbury Teacher of the Year award, the Connecticut Teacher of the Year award, and the National Teacher of the Year award in the year 2016. Hayes made advantage of his position as National Teacher of the Year to campaign for improved working conditions in public schools not just in the United States but also in other areas of the world. He did this both in the United States and in other countries. During the course of her travels, she was given the opportunity to discuss, with a number of politicians as well as educators, the different ways in which the needs of children might be fulfilled in a more efficient manner.
