Representative Troy A. Carter, Sr. is now serving his first term in office for the 2nd Congressional District of Louisiana. In this capacity, he is responsible for representing a significant portion of New Orleans metro area.
Carter is currently a member of two House Committees: the Small Business Committee, which has direct oversight and consideration over all matters affecting America’s backbone, small businesses; and the Transportation and Infrastructure Committee, which is one of the largest committees in Congress and has jurisdiction over all modes of transportation. Throughout his whole youth, Carter called Algeria his home. He was the sixth and youngest of a family with a total of six children, and he was the only son. After completing his elementary and secondary education in the public schools of Orleans Parish, he continued his education at Xavier University, where he earned a Bachelor of Arts degree in Political Science in addition to a Bachelor of Arts degree in Business Administration. After completing his education, he worked as a business administrator for several years. In addition, Congressman Carter earned a Master of Business Administration degree from Holy Cross University, where he also received the university’s highest accolade, the Summa Cum Laude, upon graduation. He attended Holy Cross University.
After graduating from Xavier University, Congressman Carter went on to serve as Mayor Sidney Barthelemy’s Executive Assistant for a total of six years. During that time, Carter also served as a member of the House of Representatives. During his time in this position, Congressman Carter was accountable for a wide range of administrative responsibilities. During that time, Carter served as an employee for the city of that location. When Congressman Carter was elected to represent Louisiana’s 102nd District in Algiers in 1991, he made history by becoming the first African American to ever win that election. His victory marked a significant milestone in the advancement of civil rights in the United States. Carter held the record for being the youngest person who had ever served in the capacity of floor leader for New Orleans at the time. He was the youngest person to ever hold this position. In addition to that, he was the youngest individual who had ever represented New Orleans, which was a record that he retained for a while.
Once again, in 1994, Congressman Carter made history by becoming the first African American elected to represent District ‘C’ on the New Orleans City Council. This time, he did it as the city’s representative for District ‘C.’ This time, he was the first African American to be elected to represent District ‘C’, therefore he was successful in that regard. The neighborhood known as the French Quarter can be found within District ‘C’ in New Orleans. The neighborhood of Algiers can also be found within this district. As a direct result of this election, Congressman Carter made history by becoming the first African American to ever hold this office. After stepping away from politics for a while, Representative Carter did eventually run for and win the election to represent Louisiana’s 7th District in the state senate. He did so after taking a break from politics for some time. After stepping away from political life for some years, he was able to re-enter it and win. There, he started at the bottom and fought his way up through the ranks over the course of time, eventually becoming the leader of the minority position for the Democratic caucus. Carter was either the lead sponsor of a number of different laws during the time that he served in Congress or a contribution to the drafting of those laws.
Congressman Carter was a strong supporter of huge building projects, initiatives to significantly reduce homelessness, and economic growth while he was serving in the Louisiana state house. During that period, he was also a supporter of the Louisiana Democratic Party. A short while ago, he won a seat in the United States Congress that he had been running for. In addition to this, he has been a vocal supporter of LGBTQI+ causes, including campaigns to improve health care for women, reform the criminal justice system, and protect civil rights and equality. In addition, he has been a supporter of causes relating to the protection of civil rights and equality. As a member of Congress, he has worked tirelessly to find solutions not only to the problems described above but also to a large number of other problems, such as providing COVID-19 relief for individuals and small businesses, reforming environmental justice, and reducing student debt. Congressman Troy Carter has two sons, Troy Jr. and Joshua Carter, whom he gained as a result of his marriage to Andreé Navarro-Carter, who is a Brigadier General in the United States Army. Both of them have fond memories of growing up in the Algiers neighborhood of New Orleans, which is also the neighborhood in which Congressman Carter and his wife currently make their home. Within the boundaries of the city of New Orleans is the community known as Algiers.
