The entirety of Northwest and West Philadelphia, as well as portions of North, South, and Center City, are all included in Pennsylvania’s 3rd Congressional District. Congressman Dwight Evans is the individual who is responsible for representing this district in the legislature of the state of Pennsylvania. In 1990, he made history by being the first African-American person to ever hold the position of chair of the House Appropriations Committee when he was elected to that position.

Throughout his entire career in public service, Congressman Evans has worked diligently to ensure that all residents of Philadelphia have equal access to opportunities in the areas of economic advancement and educational advancement. He has done this by ensuring that all residents of Philadelphia have equal access to opportunities.
